Financial regulators in New York and Wyoming have entered into a pact to enhance their supervision of digital asset and cryptocurrency firms that function within both jurisdictions.
On Wednesday, the New York Department of Financial Services and the Wyoming Division of Banking unveiled the memorandum of understanding, which was executed by Acting Superintendent Kaitlin Asrow and Wyoming Banking Commissioner Jeremiah Bishop.
The accord enables each regulator to leverage the other’s supervisory expertise when assessing businesses active in both New York and Wyoming, spanning matters of chartering, licensing, examinations, and potential enforcement actions.
The agreement also creates a framework for exchanging regulatory information. That includes historical examination records, market information, supervisory reports and specialist analysis.
Regulators Coordinate Crypto Licensing Reviews
The memorandum applies to entities that currently possess a charter or license in either state, as well as enterprises pursuing approvals simultaneously from both regulatory bodies.
Under the agreement, New York and Wyoming can share technical reviews and previous examination findings. They can also exchange analysis relevant to licensing and charter applications.
This framework has the potential to minimize redundant regulatory efforts when a single firm functions across both state frameworks. Nonetheless, each regulatory body maintains sole authority over its respective supervisory and licensing determinations.
Asrow noted that inter-state collaboration is vital for effective virtual currency oversight, pointing out that the pact broadens the resources and data accessible to both agencies.
Furthermore, she connected the collaboration to safeguarding consumers and fostering responsible growth within the digital asset sector.
The accord provides both authorities with a structured procedure to tackle this matter, bridging two state regimes that have historically forged distinct methodologies for overseeing cryptocurrency.
Joint Examinations Expand Supervisory Cooperation
The alliance extends past the licensing phase. The two regulators intend to synchronize their examination timetables for companies operating within their respective regions.
Where suitable, they will strive to execute joint examinations. Furthermore, the agencies are permitted to distribute examination findings and updates regarding wider trends in the market.
Additionally, the regulators will exchange notifications concerning possible enforcement actions. That process gives each state more visibility when a supervised business faces regulatory concerns elsewhere.
Bishop characterized the pact as a model of synergy within the state-level regulatory network, noting that the partnership unites two agencies possessing extensive expertise in digital assets.
New York established its BitLicense regulatory framework in 2015. This regime subjects approved virtual currency companies to strict requirements regarding financial stability, market protections, and consumer defense.
Among the entities holding a New York BitLicense is Galaxy Digital, which acquired the credential to support its growth in institutional crypto services.
Mastercard Transaction Services was likewise granted a BitLicense on May 27. The entity is a subsidiary of Mastercard and functions inside the wider payments industry.

Wyoming Banking Model Adds Another Layer
Wyoming has taken a distinct path by creating banking frameworks tailored for digital asset enterprises. Its special purpose depository institutions function as fully reserved banks, capable of taking deposits alongside providing asset servicing, custody, and related financial services.
A fully reserved institution maintains liquid assets equal to or greater than customer cash deposits. Meanwhile, custody means holding assets on behalf of customers.
Wyoming’s banking model has likewise facilitated entry into federal payment networks through mechanisms independent of this fresh memorandum. On March 4, Kraken Financial secured a limited-purpose Federal Reserve master account, which features conditions and lasts for an initial one-year term.
This account enables the Wyoming-chartered institution to interface directly with foundational American payment networks, such as Fedwire.
In addition, Wyoming has progressed a state stable token utilizing Chainlink proof-of-reserve technology, whereas New York persists in overseeing companies through its established virtual currency licensing regime.
The fresh accord links these distinct regulatory regimes by way of cooperative licensing evaluations, synchronized examination planning, and shared supervisory data.
Conclusion
New York and Wyoming will now coordinate digital asset licensing, examinations and enforcement information through a formal regulatory agreement. The pact connects New York’s BitLicense system with Wyoming’s crypto-focused banking framework while giving both regulators access to broader supervisory data.
