GTA 6 is set to feature Xbox Cloud Gaming support on the Xbox Series S and X. Despite earlier speculation, a rumored PC cloud streaming release is not happening. Microsoft has clarified its agreement with Rockstar, noting that the arrangement is not exclusive. Addressing rumors regarding PC streaming for GTA 6, Xbox chief strategy officer Matthew Ball stated on X: “While the excitement for GTAVI and Xbox is great to see, it has also led to some misreporting. We are looking forward to launching GTAVI on Xbox November 19, though the game will not be streaming exclusively or to PC.”

Given that the streaming partnership is non-exclusive, the game will likely stream on alternative devices, potentially including Sony’s PS5 and the PlayStation Portal. Furthermore, Ball’s comments clarified that previous remarks from Xbox CEO Asha Sharma—who hinted that Microsoft was preparing an initiative around Grand Theft Auto 6 that “no other platform holder is doing”—referred specifically to the Rockstar deal rather than PC streaming.
This GTA 6 announcement arrives alongside Microsoft’s rollout of a new approach to Xbox Cloud Gaming. Beginning in November, users will have the option to purchase cloud playtime independently of a Game Pass subscription, allowing them to stream supported games they already own instead of maintaining a monthly membership.
At the same time, Game Pass subscribers will face monthly cloud usage caps: Ultimate members receive 15 hours per month, Premium members get 10 hours, and Essential members are allotted five hours, with options to purchase additional time once those limits are exceeded.

Can GTA 6 Make Players Pay By The Hour?
As one of the year’s largest titles, GTA 6 serves as a major stress test for Microsoft’s new payment model. The game may attract many users who want to play without purchasing an Xbox Series X or S hardware console.
However, it remains to be seen if consumers will embrace hourly billing. While monthly subscription fees have become standard practice for Game Pass users, pay-per-hour cloud gaming represents a distinct shift. GTA 6 could ultimately determine whether gamers are willing to adopt this alternative access model.
Ultimately, Microsoft retains a major opportunity to leverage GTA 6 to drive cloud gaming adoption. With the partnership remaining non-exclusive and PC streaming excluded for the time being, consumer willingness to pay for individual cloud playtime will serve as the true measure of success.
