The Telecom Regulatory Authority of India (TRAI) has instructed Airtel, Reliance Jio, Vodafone Idea, and other telecom operators to make specific prepaid recharge plans much simpler for users to discover. Released on October 1, 2026, the directive mandates that operators feature TRAI-mandated packs and Special Tariff Vouchers (STVs) prominently across their mobile apps, websites, and exclusive retail locations. Telecom companies have a window of 30 days to fulfill this mandate.

TRAI said that its independent review similarly uncovered instances where providers hid these tariffs under alternative categories or buried them across multiple screens, significantly reducing their visibility to subscribers.
New ‘TRAI-Mandated Packs’ Section Required
Pursuant to the updated rules, cellular providers are required to establish a distinct area named “TRAI-Mandated Packs” within their mobile applications and web portals. This newly designated area must be positioned as the primary tab inside the prepaid recharge section, while the corresponding vouchers must likewise be showcased clearly at exclusive point-of-sale outlets.
The mandate aims to help subscribers seamlessly spot plans tailored to their individual calling, messaging and recharge needs without navigating through a maze of different menus.
Operators Must Show Special Tariff Vouchers
The ruling additionally encompasses Special Tariff Vouchers, which cater to users primarily seeking voice and SMS services. TRAI rules mandate that service providers make STVs available across various validityframes—such as 30 days or less—alongside extended-validity alternatives where relevant.
Earlier in the year, TRAI established provisions for voice-and-SMS-only vouchers that exclude bundled data. The regulatory body stated that these particular tariffs ought to reflect a proportionate reduction in price relative to comparable data-inclusive plans.
