Mumbai, 15th October, 2026: Bureau, a global unified risk decisioning platform, has introduced Bureau Silent Mobile Verification (SMV) compliant with NPCI specifications. This telecom-driven authentication tool validates a mobile number and its connection to the device’s SIM card instantly in real time, eliminating the need for SMS OTPs. Operating quietly in the background via the mobile carrier’s data network, SMV delivers a quick, smooth verification process applicable for user logins, UPI SIM binding, and transaction approvals.
This rollout gains heightened significance following the recent NPCI circular OC-238 on September 30, 2026, which broadens the UPI device-binding framework in India. The NPCI has formally approved Silent Mobile Verification as a valid alternative to SMS-based binding, mandating that UPI members and app providers integrate SMV alongside traditional SMS methods.
Bureau’s Silent Mobile Verification
Bureau’s Silent Mobile Verification (SMV) taps into live mobile operator network data to confirm the link between a specific mobile number, SIM card, and device silently in the background, removing any need for SMS messages or user action.
SMV empowers companies to:
-
Strengthen authentication and risk assessment by incorporating reliable, network-validated mobile indicators into current security measures.
-
Enable seamless digital journeys encompassing user registration, sign-ins, UPI setup, SIM binding, and transaction approval, without relying on SMS-based checks.
-
Deliver rapid verification providing definitive match or no-match outcomes in under four seconds.
-
Complement layered fraud prevention by integrating with identity, device, behavioral, network, and transaction signals to facilitate smarter risk decisions.
Throughout the UPI registration process, the app safely transmits the user’s mobile number and device IP address to Bureau, which then coordinates authentication with the appropriate telecom carrier. Leveraging mobile network data, the carrier checks if the provided number matches the SIM housed inside the requesting device, sending back a match or no-match verdict. SMV functions as an extra security layer within the broader UPI architecture, working alongside existing verification and risk safeguards. It focuses exclusively on mobile number and SIM validation, meaning it does not substitute for KYC, standard identity checks, or thorough fraud risk evaluations.
Parag Modi, Business Head, Bureau, said “The launch of Silent Mobile Verification (SMV) marks a significant milestone in our vision to make digital transactions safer, simpler and more seamless. By combining real-time mobile network intelligence with device and SIM signals, SMV enables businesses to verify the authenticity and consistency of a mobile number, SIM and device without relying on SMS. With over 96% coverage across all 3 leading mobile operators and more than 3 million transactions processed daily across 20+ live enterprises, SMV demonstrates the potential of network-led authentication to strengthen fraud prevention while delivering a frictionless customer experience. Our collaboration with NPCI and India’s leading telecom operators is a strong step towards building a more secure and trusted digital payments ecosystem.”
Ranjan R Reddy, Founder and CEO, Bureau, said, “Authentication is moving from point-in-time verification towards richer signals that can be assessed in the background. The mobile network already holds valuable context about the relationship between a subscriber and a device. Our SMV makes that context usable within onboarding, transaction and sim binding journeys, helping the ecosystem reduce unnecessary steps while retaining additional controls where risk warrants them. The launch of Silent Mobile Verification (SMV) represents an important step towards building a safer and more seamless digital ecosystem. As digital transactions continue to scale, authentication must evolve beyond traditional methods to deliver stronger security without adding friction for users “
