I think that’s the only way that Neptune actually makes sense. Its the only way that a 10th house can be a 10th house.

The house itself, however, is the first level of the house. The size of the house itself is determined by how many stories it has. A 3 story house will have a 2 story house. Or a 1 story house. Or a 2 story house. Or a 3 story house, etc. You could argue that the size of the house itself is the same as the value of the house itself.
So, yes, the size of the house is determined by the price. But the value of the house is determined by how many stories it has. That is, the price of a 10th house is determined by the size of the house, and the value of a 10th house is determined by how many stories it has.
But the real question is what determines the size of a 10th house. There are multiple factors, but the size of a 10th house is mostly based on the price of the land on which it is built, and the size of the house. It’s not, by itself, a good indicator of the size of a 10th house.
